Stephanie Spence Diamond

As a senior human capital strategist in the Headquarters Human Resources Management Division, National Aeronautics and Space Administration (NASA), Stephanie leads a variety of workforce improvement projects including HR self-assessment and accountability, internal development and workforce management strategies as well as creating innovative approaches to performing value added human resources activities. Previously she led a team of HR consultants and management/systems analysts in the design and delivery of strategic human capital management solutions. Stephanie joined NASA in October 2004 after serving as a senior HR strategist with the Department of Energy, where she was involved in a number of innovative, crosscutting and corporate human resource initiatives and partnerships that impacted the DOE workforce and the human resources community. She identified and implemented strategies for workforce change and organizational effectiveness as well as developed innovative ways of incentivizing and motivating employees.

Stephanie has over 33 years of federal human resources expertise that includes most HR functional areas. She began her career with the General Services Administration in Boston and moved over to the Department of Health and Human Services until 1990, when the Small Business Administration recruited her to move to the Washington, D.C. area. Upon joining DOE in 1993, Stephanie’s assignments were primarily in the areas of executive and technical resources, corporate human resources, human capital initiatives and serving as a catalyst for change within the HR community.

Stephanie seeks out challenges that involve creativity and innovation and is particularly interested in the evolving role of the human resource professional and how HR can continue to add value as a profession. To this end, in the fall of 2000, Stephanie co-authored a report “Call to Action: A Coalition on the Future of the Federal Human Resources Profession”, which has received wide attention in the federal HR community. She has also been instrumental in developing and collaborating in the design and delivery of various human resource professional development leadership programs and seminars.

A native Bostonian, Stephanie graduated cum laude from the University of Massachusetts, Amherst with a BA in French Language and Literature and also successfully completed the 1998 Executive Potential Program. She has served on the Board of Directors of the IPMA-HR Federal Section since 2002 and holds the office of President-Elect. Stephanie also serves on the Education Committee of the IPMA-HR and is a member of the Human Resources Advisory Board, Graduate School, USDA.

Stephanie resides with her husband Gregg in Fairfax, Virginia.
